Acceding to the water, there are tow sovereign states Russia and the united states. If one of them becomes preponderant either by victory in war or by an obvious military superiority it can establish its authority all over the world. It will; make future wars impossible. The writer says that in the beginning, this authority will be based on force, but if the western nations are in control, force will as soon as possible give way to consent.
